Casino Resort Project on Hold

Slovenian gaming firm Hit and US casino operator Harrah's Entertainment have shelved plans for a EUR 750m casino resort in the western Gorisko region due to the inability to find a solution acceptable to both sides.

La slovena Hit e l'operatore statunitense Harrah's Entertainment hanno messo da parte i progetti per un centro-casinò da 750 milioni di euro nel goriziano a causa dell'impossibilità di trovare una soluzione accettabile da ambo le parti.

The partners agreed on most aspects of the project, but "it was impossible to define an appropriate management structure that would satisfy Hit's interest for a balanced development of the tourist destination Nova Gorica and the expected influence of the partner in the joint venture," Hit said.

I due avevano trovato già l'accordo sulla gran parte degli aspetti del progetto, ma "è stato impossibile definire in modo appropriato la struttura gestionale che avrebbe soddisfatto l'interesse della Hit per uno sviluppo equilibrato del turismo a Nova Gorica e i poteri dei due partner nella joint venture", afferma Hit.

The two companies left the door open for potential projects in the future. Hit also said the casino resort remained a "key development project" so it will resume the activities necessary for the implementation of such a project.

Le due società hanno lasciato la porta aperta a possibili progetti in futuro. Hit aggiunge che il centro casinò resta un "progetto chiave di sviluppo" e riprenderanno quindi le attività necessarie alla sua realizzazione.

Hit supervisory board chairman Viktor Baraga said that the talks were merely suspended, not broken off, as a result of different views of how the resort would be managed after it is built: whereas Harrah's wanted to have absolute majority in management, Hit was afraid the project would canibalise its existing casinos in Nova Gorica.

Il presidente del consiglio di supervisione della Hit, Viktor Baraga afferma che il dialogo è solo sospeso, non concluso, a causa del diverso punto di vista sulla gestione del complesso ultimato; Harrah's vorrebbe la maggioranza assoluta dei voti, Hit teme che il progetto possa cannibalizzare i suoi casinò già esistenti a Nova Gorica.

Baraga also said the climate in the local community was not very favourable. "We know what the political climate in Slovenia is like. The pre-election period is not optimal for a project which also requires government approval."

Baraga aggiunge che il clima nella comunità locale non è molto favorevole. "Sappiamo com'è il clima politico in Slovenia. Il periodo pre-elettorale non è buono per un progetto che richiede l'approvazione del Governo."

The joint venture, which would have been one of the biggest foreign investments in Slovenia to date, enjoyed strong support from the government, which was willing to meet the demands of the US partner for lower gaming taxes and an easing of restrictions on foreign ownership of casinos.

La joint venture, uno dei più grossi investimenti stranieri in Slovenia, aveva il supporto del Governo, disposto a soddisfare le richieste della controparte USA per tasse più basse sul gioco d'azzardo e minori restrizioni sulla proprietà da parte di stranieri dei casinò.

The government said in mid-2007 it would allow foreign investors to own up to 49% of the joint venture, up from the current ceiling of 20%, and cut tax on gambling profits from 38% to 17.5%.

"The role of the Finance Ministry was to transparently prepare a draft legislative framework...which the ministry has done," the ministry said today in a written statement in response to the news.

Nel 2007 il Governo si disse disposto a permettere agli investitori stranieri di possedere fino al 49% della joing venture, contro l'attuale tetto del 20%, e ad abbassare le tasse sui guadagni da gioco d'azzardo dal 38% al 17,5%.

But the local community was bitterly opposed, fearing the social impact on the largely rural Gorisko region of a resort that was to include top-class hotels with some 1,500 rooms, a convention centre and concert hall, swimming pools, restaurants and a casino with 70 tables and 1,500 slot machines.

La comunità locale si oppose, temendo l'impatto sociale del complesso sulla zona largamente rurale del Gorisko (Hotel di classe per 1,500 stanze, un centro convegni e sala concerti, piscine, ristoranti e casinò da 70 tavoli e 1,500 slot machine).

"We are all relieved considering the potential problems," Nova Gorica Mayor Mirko Brulc said. "I am not saddened. Together with smaller foreign partners Hit is capable of building something that belongs in this environment, for example a spa," he said.

"Siamo sollevati, considerando i potenziali problemi," afferma il sindaco di Nova Gorica Mirko Brulc, che aggiunge: "Non sono rattristato. Insieme ad altri partner stranieri più piccoli, Hit è capace di costruire qualcosa che meglio si adatti all'ambiente esistente, come un centro termale ad esempio."

A local civil initiative which has been staunchly opposed to the venture also welcomed the news. "We are glad, but this does not solve the problem, as Slovenia ranks among the countries with the greatest number of casinos per capita in the world," Zlata Krasovec, a spokesman for the initiative, commented.

Un'iniziativa popolare locale fortemente contraria alla joint venture ben accoglie la notizia: "Siamo felici, ma questo non risolve il problema, visto che la Slovenia è uno dei paesi con il maggior numero di casinò per abitante al mondo", commenta Zlata Krasovec, portavoce dell'iniziativa.
